Enhancing Transparency: How We’re Safeguarding Our Platform

At TikTok, we firmly believe that transparency is key to building trust. From the very beginning, we’ve been committed to openly sharing how we protect our platform and its users. Over the years, we’ve expanded the scope of our disclosures, increased the depth of information we provide, and made our data more accessible for independent analysis. As part of this ongoing commitment, we’re excited to unveil new transparency reports and resources today.

Our latest Community Guidelines Enforcement Report showcases critical safety initiatives undertaken from July to September this year. During this period, we removed over 147 million videos for policy violations—most of which were proactively taken down before gaining any views. In addition to these efforts, we closed more than 12 million live streams, deleted over 1.3 billion comments, and banned over 214 million accounts for breaking our rules. Automated moderation tools and dedicated teams drive these results, with automation now accounting for over 80% of removals—an increase of 15% compared to last year. In 2024 alone, we’ve removed over 500 million videos for policy violations and invested more than $2 billion in trust and safety. Looking ahead, we plan to dedicate another $2+ billion to enhancing safety measures in the coming year.

Published quarterly in over 25 languages, the Community Guidelines Enforcement Report offers more than 8,300 data points for analysis. Over time, we’ve added over 20 unique metrics and introduced new dimensions to explore the data, such as filtering by policy or market. To support academic and independent research, the accompanying dataset is made available in a machine-readable CSV format.

Additionally, we’ve released our latest Covert Influence Operations Reports, detailing the networks we dismantled in October and November. In October, we disrupted nine influence operations involving 486 accounts and addressed 26,946 accounts attempting to revive previously disrupted networks. Similarly, in November, we dismantled three covert operations consisting of 154 accounts and intervened with 5,046 accounts linked to previously disrupted activities.

We’ve also published updated reports on Government Removal Requests, Law Enforcement Information Requests, and IP Removal Requests. Voluntary reports addressing TikTok Shop safety, protection against minor exploitation, and platform security are also part of this comprehensive release.

Looking to the future, we’ll share more insights about our trust and safety initiatives through our newly launched Transparency Center blog. Additionally, we’ll continue to invest in our Transparency and Accountability Centers, which welcomed over 1,000 visitors this year, and enhance our Research Tools that empower more than 500 research teams globally to independently examine our platform.
